China Exceeds Renewable Energy Targets and Misses Nuclear Goals

China's renewable energy and nuclear energy targets are often presented as equivalent expressions, but delivery records show otherwise. Wind and solar energy targets have been exceeded multiple times, sometimes years ahead, while nuclear operating capacity targets have been missed despite consistent approval, construction, and political support. Projections should be built from what each delivery system has proven it can operate.

China makes this comparison unusually difficult to dismiss, with its centralized planning, state-owned developers, deep domestic supply chains, ample state-directed capital, and experienced engineering organizations. Explanations for weak nuclear delivery in other places, such as fragmented permitting, political hostility, financing difficulty, and limited industrial capacity, have much less explanatory power in China.

China is committed to building wind, solar, and nuclear capacity, but the same state is getting different results. I have been following this natural experiment since 2014, and it was clear to me even then that renewable energy sources would be on a much larger scale than nuclear.

China set a wind target of 210 GW for 2020 and finished the year at 282 GW. The solar target was 110 GW, but delivery reached approximately 253 GW. The commitment to reach a combined wind and solar capacity of at least 1,200 GW by 2030 was exceeded six years early, in 2024. By the end of 2025, China had approximately 640 GW of wind and 1,202 GW of solar capacity, for a total of 1,842 GW. Nuclear, on the other hand, went in the opposite direction: from approximately 50 GW of capacity against a 58 GW target in 2020, to approximately 62 GW of capacity against a 70 GW target in 2025. The current target of 110 GW by 2030 may still be achievable, but the previous record leaves no reason to turn this into a direct prediction.

This does not mean Beijing is secretly abandoning nuclear energy. China has the world's largest reactor construction program, continues to approve new units, and is building an increasingly domestic supply chain around designs like the Hualong One. The difference lies between approval and operation. Another difference is that when renewable energy sources exceed targets, China sets bigger targets, but when nuclear targets are missed, the targets do not change. This difference is harder to explain from the results.

Wind and solar energy are now delivered through industrial production systems. Factories produce repeated components, developers bring large numbers of projects together in parallel, and installation crews move from one site to the next. A delayed transformer, an unsuitable site, or a weak developer can harm an individual project, but not significantly interfere with the national program. Nuclear capacity, on the other hand, is delivered through much fewer long, sequential projects, each of which must progress through civil works, equipment installation, testing, fuel loading, grid connection, and commercial operation. A design issue, approval hiccup, or critical component delay can affect a significant portion of the program and thin out the commissioning cohort years later.

Annual additions make this difference visible. Using China-specific mature capacity factors, the added wind capacity in 2025 represented approximately 282 TWh of annual production, and solar approximately 414 TWh. New nuclear capacity represented approximately 13 TWh. Wind and solar energy thus added entities with approximately 696 TWh of annual production capacity, which is about 54 times the production represented by the new nuclear capacity that year.

A single year being strong does not establish this model. From 2022 to 2025, new wind and solar capacity represented approximately 1,912 TWh of added production capacity.
